Thanks to the latest change made by the snac developer, it is now possible to publish weather updates as "quiet public" instead of "public." As suggested by a user, the current setup fills the remote timelines of instances with all weather updates. I was planning to make the change tomorrow, but I would appreciate your opinion on this.
